Russia-China Rift Bedevils Talks

HELSINKI, July 13.

Conflict between the Chinese and Russian delegations is still bedevilling the five-day World Peace Council Congress which today will enter its fourth day at Helsinki.

Russians, Indians, Mongolians, and others walked out from a committee debate on Vietnam yesterday when China's tiny European ally. Albania, accused the Kremlin of seeking Soviet-Ameri-can world domination. An extra plenary session was held last night—a procedural victory for Peking, after the preparatory committee had proposed to confine discussion to committees.

The Chinese delegate, Mr Tang Ming-chao, made his first direct attack on Russia, and the Soviet delegates lit cigarettes and indicated bore dom.

name, as the main enemy of world peace,” and complained that there was no mention of American imperialism in the agenda drawn up by the preparatory commission.

“It is self-deception to fancy that U.S. imperialism will be so kind-hearted as to bring us peace on a platter by our making compromises and concessions and begging for peace,” Mr Tang said. Subjects on the council’s agenda include Vietnam, colonialism, the nuclear test ban, disarmament, security. Germany, human rights, apartheid and reform of the United Nations.
