Sprinklers And Fire Walls

Since the Urlwin Industries fire there had been statements to the effect that the council should enforce its bylaws, the town-planning committee said in a report to the Christchurch City Council last evening. “This does not reflect credit on either the council or its officers, and, in fact, is calculated to sow a seed of doubt in the minds of the public concerning council efficiency,” it said. “The fact that the New Zealand standard by-law makes no provision for an authority to demand that fire walls, fire alarms, and sprinkler systems be installed in existing buildings, does not help the council unless the public are made aware of the true position. “The only provision the council has power to enforce is the provision of adequate egress. Fire walls and sprinkler systems can be demanded only when it is proposed to alter or extend an existing building.”
