(N.Z.P.A.-Reuter—Copyright) PARIS, April 30. The Soviet Foreign Minister, Mr Andrei Gromyko, said in Paris today that the presence of American troops in South Vietnam constituted direct aggression. Mr Gromyko said: “The Soviet Union will give the North Vietnam Government the aid necessary to face this aggression.”
