Sir,—Driving home from Greymouth the other day, I saw two men employed by the Ministry of Works filling in pot-holes on the main road. Both are operators of machines normally. Further down the road I passed a Ministry truck driven by a person employed by the Ministry who has no driving licence. He has been driving for some time. What happens in case of an accident?
