CAMBODIA’S RELATIONS
Russia Good, U.S. Failure (N.Z.P.A.-Reuter —Copyright) PHNOMPENH, Dec. 28. Cambodia’s Head of State, Prince Norodom Sihanouk, said today his country’s relations with the new Soviet regime were favourable, but added that negotiations for a reconciliation with the United States had been complete failure. Prince Sihanouk was opening a three-day session of the 18th national congress on what he called the main problems of Cambodia’s foreign policy.
He said the new Soviet Government was “as favourable to Cambodia as the preceding one.” On the other hand, he said, “we must record a complete and definite failure in our negotiations for a reconciliation with the United States.”!
