GUERRILLAS ‘IMPROVING’

TOKYO, December 23.
The political chief of South Vietnam’s guerrillas boasted today that his forces are “growing very quickly both in numerical strength and quality.”
The claim was made by Nguyen Huu Tho, president of the National Front for Liberation, at a secret meeting of the ruling clique of the Viet Congs political arm.
The statement was reported today in a dispatch from Hanoi by the New China news agency.
Speaking on the eve of the
fourth anniversary of the Front, Nguyen Huu Tho said the Viet Cong now controls more than three-fourths of South Vietnam and more than half its population of 11 million.
In Peking, Loi Jui-Chlng, China’s chief of general staff, told an anniversary celebration: “Should the fraternal (North) Vietnam democratic republic suffer an encroachment by the United States imperialists, we will not sit idly by.” Seventeen Americans were among more than 430 troops killed by the National Liberation Front in two recent battles in South Vietnam, the New China news agency also reported.
