WELLINGTON, October 1.

The Government has authorised the preparation of plans for the first stage of a central institute of technology at Heretaunga which could cost £1,5 million.

i Announcing this today, the Minister of Education (Mr Kinsella) said the Government was completely committed to the rapid development of senior technical education and would make every effort to ensure that the technical institutes and polytechnics were provided with adequate resources for that purpose. He said that because this form of education was very costly, there must be planned development that coordinated the activities of regional technical institutes, the central institute of technology and the Technical Correspondence Institute into one national pattern to which each unit could make its own special contribution without overlapping. Mr Kinsella said for some courses tuition would be required that could not effectively and economically be offered at a regional institute. This would involve some of the practical work associated with correspondence courses, some of the more specialised kinds of work at technician level and the higher levels of certain courses provided regionally. It was the Government’s intention in rebuilding the central institute to continue to develop it as a national institute specialising in' courses of this nature. Associated with it on the same site would be the technical correspondence institute. Mr Kinsella said in this new pattern of development, would inevitably be a dif-

ference between the central institute and the regional institutes. “Some limitation on the free development of the regional institutes will be necessary. Because of the rapidly increasing demand for technical education, no undue restraint should result,” he said.
