(N.Z P.A.-Reuter—Copyright) PHILADELPHIA, August 31. Negro youths defied a proclamation to keep off the streets and resumed looting and smashing windows in sections of Philadelphia’s riot-torn Negro slums last night.

More than 1200 policemen and city park guards patrolled the streets of the four-mile-square area known as “the jungle” and held down any further wild outbreaks like those of the last two nights. A senior police officer, reporting the isolated acts of looting and vandalism, said: “Apparently juvenile gangs are taking advantage of the situation.” The area’s streets are littered with shards of glass, stolen merchandise and other debris from 150 shops broken into during the two nights of violence. Damage by Sunday morning was estimated at one million dollars From the time rioting began on Friday night, 197 persons were arrested before last night’s outbreak. At least 341 persons, including one Negro who was shot on Saturday night, and 67 policemen, have been injured. Most of the injuries were minor.
