Guard Against Bureaucracy (N Z. Press Association) ■ WELLINGTON, July 20. The more the country strove to build a strong, efficient, politically independent career service, the greater was the need to guard against entrenched and self-defensive bureaucracy.

This is stated in the annual report of the State Services Commission tabled in Parliament.

The commission was always concerned to combat these tendencies, particularly as the modern public service must be entrusted with extensive powers affecting the rights of citizens, and must be very responsive to the feelings of the community if the public interest was to be served.

“A high public service ethic has been shown to be the greatest protection against the ‘petty’ bureaucrat,” the report said.
