Greeks Reject U.S. Proposal (N.Z.P. A.-Reuter—Copyright) ATHENS, July 19. The Greek Prime Minister, Mr George Papandreou, last night blamed Turkey for the deterioration of Greek-Turk-ish relations. “In Cyprus, while Greece is seeking peace, the Turks are threatening war,” he said in a broadcast. “The barbarous persecution of the Greeks in Istanbul continues, while Greece has never adopted any reprisals against the' Turks living in Greece, and we will never do it.”

Mr Papandreou said he regretted he could not comply with President Johnson’s wish to bring Turkish and Greek leaders together to discuss Cyprus. “A meeting under the present conditions and in the absence of Cyprus would have a negative result,” he said. In a letter to the United Nations Secretary-General, U Thant, Mr Papandreou said he was urging all concerned to rely on the efforts of the United Nations peace-keeping force and the United Nations mediator, Mr Sakari Tuomioja.
