The security for the loan shall be a special rate of ,23374 d (pence) in the £ (pound) on the capital value of rateable property in the Fendalton Riding; It is not proposed to levy or collect the special rate, but to meet the annual charges on the loan from the general revenues of the Fendalton Riding. Any person having any objection to the proposed application is called upon to submit the same in writing to the Waimairi County Council not later than the day preceding the said meeting.
