ACTIONS OF SECRETARY
1 Improprieties Proved (N.Z.P.A.-Reuter—Copyright > WASHINGTON, May 19. The Senate rules committee has decided that Robert G> (“Bobby”) Baker, former secretary to the Senate's Democratic majority, was guilty of “gross improprieties and fraudulent practices” but not legally guilty of “conflict of interest” between his Senate post and business affairs.
The committee, which investigated Baker’s financial interests, made the statement in a report issued to committee members 11 days ago and made public yesterday. Baker, a close associate of President Johnson when the President was Senate majority leader, resigned his Senate post last October.
The committee report said the Senate suffered a heavy loss of respect and prestige over the Baker affair. It called for stricter ethical rules for Senators and their employees.
