DIVISION OF FUNCTIONS
Local Bodies And Govt.
(N.Z. Press Association) MASTERTON, May 15. The lack of a consistent policy underlying the division of functions between local bodies and the central government has been emphasised by the Commissioner of Transport, Mr R. Polaschek. In an address to the seminar on regional planning and development in the Wairarapa, Mr Polaschek dealt with problems on regional coordination.
“Many activities which are regarded as local responsibilities in other countries are, in New Zealand, administered bv departments of State,” he said.
“The development of a multiplicity of territorial and special-purpose local authorities has led to a system of local government in which boroughs and counties are weaker than might otherwise be the case.”
