Statement By Director Charges would be made for all baking tests of growers’ wheat samples submitted by brokers, the director of the Wheat Research Institute (Mr E. W. Huillett) said in a statement. “The meeting of brokers and growers did not, and could not, direct the institute in this matter,” he said. “There will, however, be ample time before accounts are sent out for growers and millers to reach agreement and to inform the brokers accordingly.” Charges would be made in accordance with a decision of the Wheat Research Committee on December 10. “It has been well known long before this that a charge would be made,” Mr Hullett said. “The institute’s position is quite clear. It issued a circular in December stating that the dispatch of a sample would be taken to mean that the sender would be responsible for the testing charge and that it was not for the institute to decide who ultimately pays. “Major aims of the testing service are to enable the maximum number of growers to sell their wheat for milling and to assist millers to make the best-quality flour from the wheat available. A signal success was achieved in 1961 when many lines were taken by millers in spite of sprouting because the millers had a measure of assurance from the test results.
“Encouraged by the value to the country of the work in 1961 and other seasons, the institute has spent much money and its staff have put a great effort into developing facilities for cheap and rapid tests. It is discouraging to see the service jeopardised by haggling so late as this in the season over so small a sum as 5s a sample.,” Mr Hullett said.
