He will find that, the constitution allows any j county to purchase any re-h commended material at the-I I best possible price and retail, I to ratepayers at a suitable.* price. If the Catchment Board j can get it for £2 5s a gal- j lon, why not counties? I am J sure the ratepayers would ap-i, precis te this. Mr Kirk says I
