AMERICAN’S PLAN
Hostages For Peace (N.Z P.A.-Reuter—Copyright) MOSCOW. November 11. An American arrived in Moscow today to try to persuade leading Soviet officials to send their relatives to the United States as "peace hostages.” Mr Stephen James, of New York, a former advertising man, said his scheme involved relatives of senior American officials who would live in Russia. He said an anonymous British industrialist had given the scheme considerable financial support. “The presence of Americans and Russians in each other's target area would restrain impulsive action.” Mr James said. The daughter and son-in-law of Governor Nelson Rockefeller of New York, the Rev. and Mrs Robert Pierson, have already agreed to live for a time in the Soviet Union. Under Mr James's scheme, Americans and Russians I would each sign a pledge to live and work for at least a year in the other's country. Mr James said the exchange, beside restraining warlike action by leaders, would provide constructive contacts between Americans and Russians and would reassure the people of the host nation.
