Senate Fight ' Expected

President Kennedy yesterday began to prepare the ground for a hard fight expected in the United States Senate over ratification of a limited test ban treaty with the Soviet Union. The President last week pledged that a limited test ban treaty, prohibiting nuclear detonations in the atmosphere, outer space and under water, would be submitted to the Senate for its advice and consent. The President views a limited test ban agreement as a possible step towards a comprehensive treaty if the thorny issue of on-site inspection can be solved.
He also sees an agreement as a test of Soviet intentions to reach understandings on European security, disarmament and other cold war problems.
