The Burmese military Government has invited underground rebel leaders to come to Rangoon for “peace talks.’’
The Government has promised safe conduct for rebels who attend the talks and three days’ immunity from arrest after they return to the jungles if the talks fail. The peace bid is the boldest move by either civil or military Governments since the rebels went underground 15 years ago. The main rebel group comprise Communists who have been terrorising the countryside with acts of arson, robbery and murder.
Next biggest group are Karens who have been pressing for an autonomous State.
