Sir, —I think all are agreed
that no new building in the Square should be allowed to compete with the Cathedral tower and spire. This could be achieved by ruling that all new buildings on the perimeter should have a strongly horizontal bias in their fenestration, as the new Government Life building fortunately has. Considerable height and bulk would still be possible and the slender vertical lines of the steeple could stand enhanced against the background of horizontal lines. Should a building of even moderate height like the State Fire Insurance, with its positive vertical thrust, be
