TEST BAN
U.S. Call To Russia (N.Z.P. A.-Reuter—Copyright) WASHINGTON. May 29 The Secretary of State (Mr Dean Rusk) today said the United States had again proposed to the Soviet Union s ban on all atmospheric nuclear testing. Mr Rusk told a news conference that he had brought up the question on May 18 w th the Soviet Ambassador 'Mr Anatoly Dobrynin) Mr Rusk was commenting >n a call for an atmospheric test ban made this week by four senators
But, Mr Rusk said, the Soviet Government was reluctant even to talk seriously about test ban problems, and ’he reason might be that the Russians plan further testing
He had received no indication from Mr Dobrynin that the Soviet Union was ready •o accept the idea of a partial est ban in the atmosphere iny more than it had been when similar proposals were made during the last three or four years. The United States believed it would be a substantial step .f they could achieve an atmospheric test ban which did not involve complex seues of inspection as a first step
