May 29 The Secretary of State (Mr Dean Rusk) today said the United States had again proposed to the Soviet Union s ban on all atmospheric nuclear testing. Mr Rusk told a news conference that he had brought up the question on May 18 w th the Soviet Ambassador 'Mr Anatoly Dobrynin) Mr Rusk was commenting >n a call for an atmospheric test ban made this week by four senators
