Agreement On New City

Six South Auckland local bodies today agreed in principle to a scheme which, if adopted in* the next few months, would lead to the creation of a new city to be called Churchill.
Manukau County Council and Howick Manurewa. Otahuhu Papatoetoe and Papakura Borough Councils were the si> authorities appearing before the Local Government Commission
An inqujry was being held into an application by the
Manukau county to become a municipality and also into the reorganisation of local government in the area As a result of their agreement, the commission will now bring down a provisional scheme for the city If Churchill were decided as the name, Sir Winston Churchill’s approval would be needed It would then be recommended by the commission Wards, representation, boundaries and other matters still have to be settled Aftei the announcement of the provisional scheme there will be hearings for objections to it and later, for appeals
Fifteen pei cent, of the ratepayers in any area affected could demand a poll on the question of having their area out of the scheme.
It was suggested to the
commission that the proposed city would be the largest in New Zealand, covering 250 square miles and having an estimated population by 1986 of 300,000
Other proposals were that it should be controlled by one authority and have a regional centre at Wiri; that it should be administered on the ward system, with 10 wards each with two representatives The boroughs would provide five of the wards and the rest would be ir the county. The chairmar of the commission (Mr J B Yaldwini said the commission would make an immediate start on the proposal and the provisional scheme would be announced in a few weeks If adopted, it would result in the dissolution of all local bodies in the area.
