3-Tier System Opposed Press Association) WHANGAREI, March 27 Proposals for a three-tier administration system as recommended by the comtn. ssion were opposed by the conference of the Dominion Federation of School Committees in Whangarei. Members were particularly apposed to the fact that education board officers would become public servants, said the president (Mr J. M. Cowie). The conference carried a resolution that it opposed the Education Commissions recommendation and would consult with the Education Boards’ Association and the Educational Institute in an endeavour to formulate an alternative proposal. The conference considered that legislation introducing headmaster attendance at committee meetings, as of right was unnecessary. A motion carried said that should such legislation be introduced it should say dearly that the headmaster would have no vote and could be excluded at any time by resolution of the meeting.
