Almost 50 per cent of world industry was connected with arms production and any move towards disarmament • would 'have to be done gradually on it would have far-reaching economic effects, he said. Even for the production of such a simple item as a telephone, the United States had to import 48 components, many of them from underdeveloped countries. Planning was also essential in the provision ot aid to help under-developed countries becoming self-support-ing, said Mir Bartels. When this was absent there were cases almost as extreme as a country being assisted to establish an aircraft industry when its farmers were still tilling their land with a wooden plough pulled by a strong wife.
