(N.Z.P.A. -Reuter— Copyright)

WASHINGTON, February 14. A man armed with an elaborate fake bomb held police and firemen at bay for two boors yesterday before tear-gas firing police flushed him from beneath a car he had driven on to the steps of the United States Justice Department. The man lay under the car with a wired-up contraption demanding to see the chief of the Federal Bureau of Investigation (Mr J. Edgar Hoover). He called to police that he wanted to initiate impeachment proceedings against President Kennedy. "I am not crazy,” the man yelled as police grabbed him as he emerged from beneath the car after the tear-gas attack.

He was taken to police headquarters for questioning as bomb disposal experts checked the device and found it harmless. The man drove his car through a crowd of scattering pedestrians on the footpath and then up three step® to the entrance to the building. Police dosed off Penoeylvania avenue in front of the Justice Department when the man jumped from the car and climbed under the chassis with the device. During the incident, Mr Hoover stayed inside the Justice Department building. The man, later identified as Nathan Wise, aged 33, of Phoenix, Arizona, was admitted to hospital under police guard for psychiatric examination.
