N. Rhodesia Govt. (N.Z.P. A.-Reuter—Copyright) LUSAKA (Northern Rhodesia), December 15. Northern Rhodesia’s first African-dominated . Government was officially named last night. Mr Kenneth Kaunda, leader of the African nationalist United National Independence Party, is Minister of Local Government and Social Welfare, and Mr Harry Nkumbula, president of the rival African National Congress, becomes Minister of African Education. The appointments also included two European A.N.C. representatives—Mr C. ECousins, as Minister for Land and Natural Resources, and Mr Frank Stubbs as Minister of Transport and Work. Northern Rhodesia does not have a Prime Minister or Chief Minister. Government is carried out by the Executive Council of Ministers presided over by the Governor, Sir Evelyn Hone. The appointments follow the announcement by the A.N.C. two days ago that it had endorsed Mr Nkumbula's decision to join a coalition Government. Mr Kaunda said last night the first business before the Legislative Council would be for a new Constitution and a break-up of the Rhodesian Federation.
