SOVIET BARS INSPECTION

Deadlock At Geneva (N.Z.P.A.-Reuter—Copyright) GENEVA, December 3. Neutrals’ attempts to break the nuclear test ban deadlock failed today to soften Russia’s objection to inspection of her territory. The Soviet delegate, Mr Semyon Tsarapkin, told the 17-nation conference: “To call for inspection is a tried and tested means of preventing agreement.” Western spokesmen said Mr Tsarapkin’s “tough” reaction amounted to rejection of neutral suggestions for an interim agreement. India has suggested that an international scientific commission be alloted a quota of on-site inspections on the territories of partners to an interim agreement pending a permanent test ban.

Mr Tsarapkin, questioned by Reuters after today’s session, said of the Indian suggestion: “We are not prepared to accept it because it imposes on-site inspection.” A Western spokesman said Mr Tsarapkin appeared to have taken an even harder line than usual today. Previously, the Russians had said they would accept on-site inspection if Russia did the inviting and if there was no obligatory element. Today, the Soviet delegate categorically opposed inspection.
