“DRY AREA” TRUSTS

Bill Controls Planning (N.Z. Press Association) WELLINGTON, Nov. 30. Special efforts are to be made to ensure proper planning and co-ordination of hotel accommodation in what are now "dry" areas of Auckland and Wellington, should these suburbs vote “wet” and then choose trust control next year. The only remaining dry areas in New Zealand are certain suburbs in Auckland and Wellington where, at the General Election, voters have the opportunity of electing restoration of liquor. If the areas, or any one of them, vote “wet,” a further poll can be demanded on the question of trust or liquor trade control. A Licensing Trusts Amendment Bill, introduced in Parliament today, recognises that if trust control were finally favoured, special problems might arise.

The new legislation provides that within 12 months after members of a new trust take office, they must submit to the Licensing Control Commission, for its opinion, their proposals for hotel establishment within the trust district. The commission must then hold a public sitting to review these proposals In forming its “opinion.” the commission must have regard to public accommodation needs in the metropolis, similar needs in the trust district and the relation between the accommodation proposed and taverns planned.

In cases of death or disablement of a member of the armed services, the Crown will not be liable for compensation or damages if a pension is payable This is made clear in a Crown Proceedings Amendment Bill, introduced m the House of Representatives today It will prevent cases where, under present law. a person could refrain from making a claim for a pension in favour of a common law claim for damages or compensation, and later seek the pension as well

Gift Exempt From Duty

Nov. 30 The gift earlier this year by Sir Frank Mappin of his Mount Eden home to the Crown as a future Government House at Auckland, will be exempt from stamp, conveyance and estate duties The deed of gift of May 23 included a Government undertaking to seek to pass legislation granting these exemptions The waehmg-up Finance Bill introduced in Parliament today, gives effect tol the undertaking.
