TEST-BAN TARGET
Proposal Likely (N.ZP.A.-Reuter—Copyright) GENEVA, Aug. 31 The United States is expected to propose today that next January 1 be set as a target date for an end of nuclear testing under a workable treaty. Western sources said American sources at the 17nation disarmament conference stressed that ’ a halt to tests would have to come under one or the other of the two draft treaties tabled las: Monday by Britain and the United States One provides for a comprehensive test ban. with some inspection The second provides for a partial ban. excluding underground tests but dispensing with on-site inspection, which the Russians resist. At Wednesday’s conference session, the chief Soviet delegate, Mr Vasily Kuznetsov, in completing his rejection of both Western drafts, proposed that all nuclear tests should end by next January 1.
