U.S. Move On Satellite IN.Z. Press Assn. —Copi/rtpht> WASHINGTON, August 13. The United State* Senate today defeated the first attempt by opponents to rewrite the Administration's Communications Satellite Bill. It rejected. 56 to 19. an amendment by Senator Albert Gore, Democrat, of Tennessee, to require the State Department to conduct or supervise all negotiations with foreign countries and approve all agreements involving the proposed global satellite communications system. The bill would set up a privately owned. Govern-ment-regulated corporation to operate the United States part of the system and allow it to conduct business negotiations with foreign countries and agencies with the State Department advising on foreign policy. The big issue will be decided tomorrow when the Senate votes on a bipartisan leadership proposal to invoke debate-limiting closure and end a filibuster that has blocked final action on the measure.
