Administrative Changes Administrative changes approved by the City Council last evening were that Mr M B Hayes, at present assistant Town Clerk-public relations officer, will become assistant Town Clerk (executive) and Mr A J Black, now senior committee clerk. will be assistant Town Clerk (admin, ist ration) They will have equality o>f status and salary When it adopted the recommendations of the finance and departmental committee the council agreed that there should be no appointment of depu>ty-Town Clerk in the meantime: and that the title of public relations officer should be abandoned. Where public relations matters arose, the Town Clerk (Mr C. S. Bowie) would delegate them A conseouent staff change was that Mr A. C Freeborn was appointed senior committee clerk. The only comment was by the Mayor (Mr G. Manning) who- said: “I am absolutely opposed to this. In the past we have trained a deputyTown Clerk to take over whenever the Town Clerk cannot act. Now we are going to divide one position into two halves and I don’t think it leads to efficiency.”
