New Arms Plan

The United States today presented a new disarmament plan to the 17nation disarmament conference at Geneva. The plan, providing for general and complete disarmament under effective international controls, was put forward by the chief United States delegate (Mr Arthur Dean). It contains three stages and contains suggestions for "progressive zonal inspection of selected areas."
