Handicapping In Dead-Heats
In the event of future deadheats for first place, handicappers will have optional powers to penalise such horses in accordance with penalties for second place as set out by the handicapping system. This was decided at a meeting of the executive of the New Zealand Trotting Conference In Christchurch on Friday. Often horses dead-heating for first have received the penalty which would normally have been imposed on an outright winner of the same event. As a result of the stake being shared, it has been felt that the horses have been unjustly penalised considering the reduced amount of stake money received.
