Nuclear Test Ban Talks

The three-Power nuclear test ban conference was to resume in Geneva today after a Christmas recess, with Western diplomats aa gloomy about its prospects .■’« they were three weeks age. The Soviet delegate (Mr Semyon Tsataipkin) is not expected in Geneva until a few hours before the conference opens, but no new Russian proposals have so far been forthcoming to modify the attitude which the West has repeatedly declared to be unacceptable. Sir Michael Wright, of Britain, who arrived in Geneva on Sunday from London, said then that the outlook was not good "because the attitude of the Soviet Government has been so completely negative.”
