CONFERENCE ON LAOS
New Appeal To Princes Likely

The 14-nation conference on Laos when it resumes today may make a fresh appeal to the three Laotian princely leaders to resolve their differences and send a unified delegation to take part in the Geneva talks. When the talks were adjourned on December 18, delegates hoped that the princes who head the proCommunist, neutralist and pro-Western factions would reach agreement on a government of national unity In time for today’s meeting. But the failure of last month's meeting of the three leaders to produce results has left the Geneva conference virtually marking time. According to authoritative sources, the conference must still settle the following points in its task of working out an agreement to make and keep Laos neutral: Communist insistence that a neutral Laos should be removed from the protective umbrella of the South-East Asia Treaty Organisation. The integration of Laotian armed forces and disbandment of irregulars. A declaration of neutrality to the conference by a Laotian government of national unity.
