FUTURE OF UGANDA
Constitutional Talks End (NX-PA.-Reuter— Copyright) LONDON, October 10. All adults will have a vote in the election which will fallow attainment of selfgovernment by Britain’s East African Protectorate of Uganda on March 1 next year. This was agreed at the Uganda constitutional conference which ended in London last night. The conference decided the territory would become incl nendent on October 9, 1962, “provided the necessary discussions are completed and arrangements made by that date.” A summary of the proposals issued by the Colonial Office today showed that general executive powers would pass to a cabinet headed by a prime minister, but the British Governor would continue to be responsible “in his discretion” for foreign affairs, defence and the armed forces. The Governor would be appointed by the Queen, and there would be a single chamber legislature, called the National Assembly, composed entirely of elected members. The Governor would retain a final responsibility foe internal security and the operational control of the police. The High Court of Uganda would have full original jurisdiction over the Constitution, which would safeguard fundamental rights and freedoms. Kampala would be the capital of Uganda,- and English would be the official language. Buganda would be related with Uganda on a federal basis; and would be represented in the National Assembly by 21 members elected in Buganda.
