Foreign Aid Appeal

(Massachusetts), Sept. 3 President Kennedy sent a special message to Congress yesterday urging it in this “climactic hour” to restore cuts it had made in foreign aid funds. In a statement released from bis week-end home at Hyannis Port, the President said that the thousands of millions of dollars spent on defence - would mean little in the end if the world’s developing nations turned to communism.

Congress authorised 4250 million dollars for the foreign aid programme this year, but on Friday the Appropriations Committee approved an actual money outlay of only 3350 million dollars. The President had sought more than 4700 million dollars originally.
