Soviet Test Suspected ( N .Z.P.A .-Reuter—Copy rig ht) WASHINGTON, June 29. United States authorities today announced that a mystery blast had talcen place "east of Finland,” but while there was immediate speculation that the report could have indicated the test of a Soviet nuclear device, the authorities said that the explosion also could have been due to blasting, or a chemical explosion. The explosion might not have been in the Soviet Union but in Lapland, the authorities added. The US. sources used the report to point out that if there had been agreement between East and West on a test ban on nuclear weapons identification of such explosions would not be left to chance or to guesswork.
