New Bill On Publication

(N.Z.P.A.-Reuter—-Copyright) CAPE TOWN, June 10. A bill forbidding publication of any “undesirable” material was given a first reading in Parliament in Cape Town today. It defines as “undesirable" any publication or object which is indecent, obscene, offensive or harmful to public morals. Any reference is prohibited which is blasphemous or offensive to the religious convictions of any section of the country’s inhabitants, brings any section of inhabitants into ridicule or contempt. is harmful to relations between any sections of people or is prejudicial to 'the safety of the State, general welfare or peace and good order. Publication will also be deemed undesirable if it discloses, with reference to any judicial proceedings, any matter which is indecent or obscene or which is offensive or harmful to public morals, and indecent or obscene medical, surgical or physiological details whose disclosure is likely to be offensive or harmful to public morals.

Also prohibited in connexion with judicial proceedings is the disclosure of particulars for dissolution or nullity of marriage, for judicial separation or restitution of conjugal rights.
