Capping Band Criticised For Actions At Brawl

DUNEDIN, May 1. Police Superintendent J. C. Fletcher today criticised the behaviour of the Otago University capping band during Friday night's brawl in Dowling street.

The capping band was reported to have “marched solemnly round the chaotic scene, adding its discordant notes to the tremendous din of battle.”

“This was just another instance of pathetic, childish interference and pranks we are having to put up with from the students lately,” Superintendent Fletcher said. “Merely to add to the confusion was hardly the action of allegedly responsible citizens," he said. Superintendent Fletcher had been asked to comment on statements by citizens that they .were disgusted at the public apathy displayed when the police were attempting to restore order. “It is always the inciters

who are worst—just a bunch of cowards who like to see trouble, and egg it on.” said Superintendent Fletcher. “They skulk on the outskirts, and then scuttle off like frightened rabbits as soon as there is any possibility of their having to account for their behaviour.”

The public seemed to think that it was solely the job of the police to deal with any trouble, but it was w-ithin the power of the public to make an arrest of any person committing an offence, Superintendent Fletcher said.

“Under the Crimes Act, any member of the public is able to take action in resisting any attempt to violate the Queen's peace.” he said.
