In an urgent telegram to the Minister of Education (Mr Tennent) the Canterbury Education Board has emphasised ,ts “extreme difficulty in arranging contracts within the cost-place figure fixed in 1954” and urged immediate action for its adjustment. This request is based on the “white lines policy” in school buildings by which boards have a good deal of freedom to plan within “white lines” for minimum standards and maximum costs. There is a complicated formula for working out the acceptable "cost-place" figure —the building cost for each pupil place provided. The Canterbury board has found that with increased costs of labour and materials tenderers are often unable to offer prices acceptable to the Education Department.
