‘Door Open’ For Talks
(Rec. 11 p.m.) WASHINGTON. Feb. 20. The Kennedy Administration has decided that the Soviet Union wants to keep the door open for negotiations, despite' its demands on the Congo, official sources said today The President and his top advisers on Soviet affairs reviewed the prospects for an improvement in United StatesSoviet relation* at a White House conference yesterday. Officials said the Kennedy Administration was taking the view that the Soviet Union had pushed its advantage in the Congo crisis.
But it had generally retrained from attacking the United States over this issue. Accordingly, it was believed that Mr Khrushchev did not want the atmosphere between Washington and Moscow to deteriorate and that there still was room for more discussions between the two Governments.
