Battle With State
(Rec. 10 p.m.) NEW ORLEANS, November 18. Federal Judge J. Skelly Wright, who originally ordered the desegratlon of New Orleans elementary schools, will today hear arguments for a temporary return to the old order.
The request was made by the New Orleans School Board after the appearance this week of four little negro girls at two schools led to race riots, during which police turned fire hoses on angry crowds. The board will not ask the Judge to reverse his decision, but only to delay action until differences between the city and the Louisiana State Government can be settled. The board’s lawyer, Mr Samuel Rosenberg, who filed the motion said: “The public school system has been made a battle ground for the fight between State and Federal rights.” The State Legislature has been trying to prevent the New Orleans School Board from carrying out the Judge's orders and has made efforts to cut off the board's funds
The Louisiana Board of Liquidation of State Debt yesterday removed the Whitney National Bank of New Orleans from being a State agent because it granted the school board funds.
The board is faced with great difficulty in finding money due today for maintenance and teacher’s salaries amounting to 1,900,000 dollars which are payable next Wednesday. The State House of Representatives at Baton Rouge has sent to the Senate a resolution asking the President-elect, Mr John Kennedy, how he stands on Federal Court restraining the actions of the Louisiana Legislature.
