PENALTIES ON HOOLIGANS
Change In Law Urged (New Zealand Press Association) WELLINGTON, August 2. A change in the law on the punishment of vandalism was urged by Mr W. W. Freer (Government, Mount Albert) when he addressed a question in Parliament today to the Minister of Justice (Mr Mason). Mr Freer asked the Minister whether he would give urgent consideration to amending the law. He suggested the law should be aligned with procedure in Western Germany, where those convicted of vandalism were required to serve a specified period during their normal free time at week-ends on maintenance or construction of public amenities under the direction of strict disciplinarians.
Mr Freer said In a note that he understood that method of punishment, by humiliating the hooligan with compulsory labour before his fellow citizens, also taught the value and appreciation of civic and private property.
