The Congo
Sir, —Ralph S. Wheeler’s summing up of the Congo situation is somewhat confused. As a party line supporter, he should favour the technique of imperialistic despotism. In this case tanks would be sent in, puppet leaders chosen, and all opposition liquidated. The United Nations policy under American leadership is to institute total democracy. A government must have constitutional majority support. The Belgians are blamed for not fixing this set-up. The task may • have been impracticable. While total democracy is a beneflcient ideal a continuance for a time of limited democracy for backward people, as favoured during British leadership, could be advantageous.—Yours, etc..
