USE OF U.S. BASES
Agreement With U.K. (Rec. 10 p.m.) „ LONDON. July 22. The United States Government has agreed to supply Britain with advance details of all American reconnaissance and training flights from British bases which eould trigger off an international incident, according to a report in the "Daily Express ” The report said that the details would include not only the exact route, but the precise’purpose of each flight, which the Americans had hot been required to disclose before.
A high official in the British Air Ministry would be responsible for examining the details and alerting the Prime Minister. The decision to go ahead with the flight would then be by joint agreement.
The “Daily Express" report said that this agreement was a result pf Mr Macmillan's approach to President Eisenhowe- after the Soviet claim that an American reconnaissance RB-47 plane from Brize Norton, Oxfordshire, had been shot down “over Russian territorial waters."
In New York, the United States was reported today to be preparing a proposal to the Security Council to set up a commission of inquiry into Soviet charges that the RB-47 had' violated Soviet air space. The council is scheduled to begin debate qn the incident this afternoon.
Authoritative sources said today that the chief United States delegate, Mr Henry Cabot Lodge, would present “documented evidence" in the council in support of the claim that the Soviet Union had violated international rules in shooting down the aircraft.
