Strong Deterrent Against Attack

A fast-moving, hard-hitting nuclear - equipped Navy was America’s strongest deterrent against a major attack and at the same time offered the answer to Communist-inspired localised wars, the United States Chief of Naval Operations (Admiral Arleigh Burke) said last night. Admiral Burke addressed the Institute of World Affairs, holding a four-day conference at Pasadena.

He said the Navy’s Polaris fleet ballistic missile would offer the highest type of protection to prevent the start of a nuclear war. Admiral Burke said: “The ideal deterrent is one which is so invulnerable to enemy attack that retaliation is inevitable, no matter what an enemy does. “Such a deterrent allows time for deliberation, prior to retaliating to an attack. It does not necessitate a hair-trigger, immediate response. He said he felt a general nuclear war at this time was highly unlikely because the Communists knew the West was capable of destroying them.
