Sir.—l agree with Ilam. i felt that the report on the power of the Commissioner of Taxes to decide whether or not a manag- J ing director's salary is excessive would warrant an editorial. It is surely a negation of the principle of freedom and democracy when the Statutes give a civil servant absolute and unrestricted power to decide on matters pertaining to a certain section of, the community. How is it pos-. sible for a taxation department official, inexperienced in com-, mercial life, to assess how much; any person is worth to a business? If his own salary is used as a basis of calculation, and I believe this is possible, we. have an example of the applies-, tion of a communist principle. Could we be told how many, years the present Commissioner of Taxes has been a civil servant and what salary he drew for the last three years?—Yours, etc., < SPY GLASS. • September 18, 1959.
