“Makarios May Be President” LONDON. February 14. Next week should eee International agreement on the British Colony of Cyprus becoming an Independent republic within the Cemmenwealth, an authoritative London source said last night. The first President of the Republic msy be Archbishop Makarios, who is still banned by Britain from the island. Dr. Fadhil Kutchuk. the leader of the Turkish Cypriot community, may be the Republic's first Vice-President According to the source. Cyprus will be. an Independent republic in the Commonwealth, while Britain will have bases in the island in enclaves under British sovereignty. \ The source described as incorrect a report which said Britain would only have these bases under a 99-year-lease. Greece and Turkey. It was stated, would have, troops In the island under a joint headquarters, under arrangements to be made by the Greek and Turkish Governments. In addition, the Cypriot Republic would have an army of 2000 and a gendarmerie of 2000 for local protection, with fixed proportions of- Greek-Cypriot and Turkish-Cypriot members. There would be one legislative assembly, and two communal assembles responsible for communal affairs.
