State Of Mutual Intimidation’ (N.Z. Press Association—Copyright > WASHINGTON, January 26. The United States Navy’s topranking admiral said today that the United States and the Soviet Union had reached a state of mutual intimidation, and it would be a mistake to “over-insure” against all-out nuclear war. Admiral Arleigh Burke, Chief of United States Naval Operations, told the Senate Armed Services Committee that both major powers knew the other had the capability of “inflicting unacceptable damage on the other.” Admiral Burke said world warfare was still possible, but remote. “Retaliatory forces ,are our insurance against general nuclear war, but we cannot afford to overinsure,” Admiral Burke said. Admiral Burke and the Secretary of the Navy (Mr Thomas Gates) emphasised the need to be ready for “brush-fire” wars with attack aircraft carriers supporting marine amphibious forces. Both Navy leaders praised the intermediate-range Polaris missile, which is designed to be launched from submerged submarines.
