ARMS CONTROL AGREEMENT

“Chances Slightly Increased”

(Rec. 9 p.m.) CLEVELAND (Ohio), November 18. The United States Secretary of State, Mr Dulles, said today that the possibilities for reaching an agreement with the Soviet Union on the control of armaments had slightly increased in recent months. In a speech before the National Council of Churches of Christ, he reiterated the desire of the United States to reach useful and dependable agreements with the Soviet Union wherever possible. “ . . . Our ability to achieve results by agreements is limited by the fact that it is impossible to rely upon the promises of governments in the Chinese-Soviet bloc,” he said.

“These Communist rulers be-i lieve, in the words of Lenin, that ‘Promises arc like pie crusts— | made to be broken’.” said Mr Dulles. “There is a tragic record of those who have been trapped by such promises. “However, we constantly search for areas where useful and dependable agreements can be made.” Mr Dulles said that one such area might be that of arms control. “The Soviet Union has rejected our comprehensive disarmament proposals. “But it has lately shown a disposition to consider with us and our allies what is the heart of any dependable disarmament arrangement, namely, the ability to verify performance,” he said.
